Without getting too technical, higher humidity makes water evaporate at a slower rate. That causes the solvent to evaporate before the water or oil, which means your paint will not fully cure.

One more factor in cost is what portion of the work you do yourself. For interior painting, if you move furniture and wall hangings, that will lessen cost somewhat. Similarly, if you move any items blocking full access to the exterior areas to be painted, costs will be a little less.
I’ve been painting homes for over 15 years and I think you’ve nailed it: PREPPING. Most DIY’ers and home owners have little to no knowledge about the amount of time and cost it takes to prepare a project prior to painting.
